Texas Law - Volunteer Question

    Does anyone know if there is a statute in Texas law that outlines when and where a volunteer can "volunteer?" Here's my situation:

    I have an employee who is also a volunteer. She is an EVS employee and volunteers in our Medical Staff department. She was injured on the job and can now only do "office work." She has asked permission to WORK in Medical Staff and clock in to get paid. She will be doing the exact same duties as her volunteer work. Isn't this a conflict of interest? I think I remember something along those lines but I can't find anything to support my statement of it being a conflict of interest. I've Googled but as you can imagine, digging through law journals and government documents is a little tiresome. HELP?!
